
Advantage Treatment Centers (ATC), Southeast Colorado’s only community corrections facility within 120 miles, faced critical infrastructure barriers that limited its ability to provide gender-responsive, trauma-informed care. With overdose-related emergency visits in Prowers County rising 258% in just one year and women accounting for over half of those visits, the need for expanded services was urgent.
The Steadman Group partnered with ATC to design a competitive proposal to the Colorado Opioid Abatement Council’s Round 3 Infrastructure Funding Opportunity. The application highlighted ATC’s dual focus on addressing criminogenic behaviors and substance use disorders, its history of serving uninsured and Medicaid clients, and the dire treatment gaps in rural Colorado.
As a result, ATC secured $495,000 to renovate three unused buildings at its Lamar facility, creating two gender-responsive sober living units and a 24/7 staffed case management hub. This project expands capacity by 22% and ensures equitable access to care for both men and women, reducing recidivism and overdose risks across the region.
